Biography
Rafael Feliciano-Roman is a community leader, cultural organizer, and advocate running to represent his neighbors on the Waterbury Board of Aldermen. A proud HIV+ advocate and national Afro-Taíno cultural
movement leader and artist, Rafael has dedicated his life to uplifting marginalized voices and creating spaces where culture, pride, and community power thrive.
After experiencing homelessness earlier in life, Rafael understands the struggles too many Waterbury families face. When he returned home during the pandemic, he poured his energy into building opportunities for connection and representation. He founded Greater Waterbury LGBTQIA+ Pride, the Afro Caribbean Cultural Center, the Greater Waterbury Puerto Rican Day Parade & Festival, and Pa’lante Theater Company. Through this work, Rafael has been recognized for bringing communities together and bridging divides—uniting Waterbury’s Black and Latine residents to showcase their collective genius and strength.
Rafael is running because he believes Waterbury is strongest when every voice is included in decisionmaking. Too often, working families, communities of color, and LGBTQIA+ residents are excluded from the
establishment of government. With lived experience, cultural leadership, and a proven record of advocacy, Rafael is committed to building a more inclusive city where equity, opportunity, and dignity are a reality for all.
