Biography

Fred Quinn III is the embodiment of community leadership, advocacy, and impact. Since joining the Urban League Young Professionals in 2020, he has transformed his passion for service into tangible results as the Advocacy Chair. Fred has driven systemic change by organizing impactful initiatives, such as Roundtable Talks featuring Black women in public office and launching a groundbreaking Advocacy Training Program to empower Black women in Pittsburgh to elevate their voices and create lasting change.

Fred’s dedication to public service is reflected in his numerous leadership roles. As Judge of Elections in Rankin, Pennsylvania, since 2020 and Secretary of the Swissvale Democratic Committee, he has been a steadfast advocate for civic engagement. His election to the Swissvale Borough Council in 2023 solidified his leadership, where he serves as Chair of the Department of Public Works Committee, Vice Chair of the Personnel Committee, and a member of the Diversity, Equity, and Inclusion Committee. In these roles, Fred has championed inclusive policies and critical infrastructure improvements that have benefited his constituents.

Fred’s achievements reached national attention in 2024 when he appeared on C-SPAN to discuss the Inflation Reduction Act on its 2nd anniversary, highlighting its transformative impact on the Pittsburgh region. That same year, Fred was appointed to the Allegheny County Drug and Alcohol Planning Council, furthering his commitment to addressing critical health and wellness issues in his community.

Fred has also earned national recognition for his leadership and policy work. He completed the prestigious Certificate of Public Leadership program with Elected Officials to Protect America and the University of San Francisco, where his group secured a $2,500 award for a clean water policy initiative. Additionally, he just completed the National Urban League’s Congressional Advocacy Program, where he collaborated with a cohort to create a state-level reparations toolbox, a visionary project aimed at addressing systemic racism and achieving equity for African Americans.

Beyond his official roles, Fred serves as Alumni Network Coordinator for Penn State University’s Readiness Institute Summer Program. In this capacity, he has mentored over 100 young adults in Allegheny County and Central Pennsylvania, providing critical guidance on college readiness, career opportunities, and life skills. His dedication to youth empowerment and mentorship has opened countless doors for the next generation of leaders.

Fred’s unwavering commitment to service extends into his volunteer work, participating in food distributions, clothing drives, and community events. His efforts have directly improved the lives of countless individuals while inspiring others to act in their own communities.
