Biography

Marshall is running for Lancaster City Council to build a local government that works for regular people. He has dedicated the past five years to organizing in Pennsylvania to elect leaders who listen to us.

He spent the last two years rebuilding Lancaster City’s Democratic Party, helping elect strong leaders like State Representatives Izzy Smith-Wade-El and Nikki Rivera–leaders who fight for affordable housing, critical social support services, LGBTQ+ rights, and reproductive freedom.

He helped end Lancaster City’s reliance on harmful property taxes by mobilizing the local Democratic Party to win a new Home Rule Charter, strengthening the city by giving residents more local control.

Not stopping there, Marshall took the fight for his community to the state level. In 2024, he worked as a Local Press Specialist for the Pennsylvania House Democrats, joining Democrats in protecting their one- seat majority in the PA House of Representatives and ensuring the continuation of people-focused policies in the Keystone State

In Lancaster City, he has knocked on thousands of doors and talked with residents face to face in every neighborhood. What he learned is that most people want the same thing. They want a government that works for them.

That means a government that delivers critical services while making life more affordable for regular people. It means putting residents first and answering the call when they raise concerns about parking tickets, high property taxes, and rents.

Marshall believes in tackling real problems. He’ll find solutions to make life easier and more affordable for city residents.
