Biography

Judge Rachel L. Bell is a third generation Native Nashvillan and proud graduate of Hillsboro Comprehensive High School, where she was a stellar basketball player. Judge Bell received a NCCA, Division I-Women’s Basketball scholarship to Auburn University and finished her collegiate career at The University of Memphis earning her Bachelor of Science in Education and her Juris Doctorate Degree from Cecil C. Humphreys School of Law. Before taking the bench, Judge Bell managing partner of Bell & Kinslow, PLLC and was COO, of Pinnacle Title & Escrow, LLC.

In 2012, Judge Bell, was elected General Sessions Court Judge, Division VIII (8) and unanimously re-elected in 2014 to another term, with her campaign slogan: “Nashville’s Judge serving ON and OFF the bench, Ringing the BELL for Justice!!“

Judge Bell brings a level of compassion and concern to each and every case that comes before her. She treats people with dignity and seeks to get to the root of each problem before a final decision is made. She has proven over the last 10 years she has the judicial temperament and her rulings are reasonable and fair. Since taking the bench, Judge Bell has heard over 200,000 criminal court cases, 30,000 civil court cases, 4,500 mental health committal cases and 8,500 traffic court cases.

Shortly, after taking the bench in 2012, Judge Bell created the Music City Community Court (MCCC), which is first of its kind in the State of Tennessee. The court seeks to look at alternative ways for making the victim whole by holding the offender accountable and restoring the persons most affected by the harm committed. The MCCC has three specialty courts: R.E.S.T.O.R.E. Re-Entry Court for Returning Citizens, C.A.R.E. Diversionary Court for Ages 18-30 and the L.E.G.A.C.Y. Housing Resource Diversionary Court for landlords and tenants with eviction cases due to non-payment of rent. It is Judge Bell’s mission to focus on preventive, diversionary and restorative justice initiatives to move the needle for marginalized people. During her tenure, Judge Bell has been recognized locally and nationally for her initiatives and she has made Nashville proud to have her as a leader. With MCCC over 15,000 individuals’ lives have been restored and over $150,000.00 tax payer dollars have been saved with community service projects.

In 2021, Judge Bell was invited to present at the White House Eviction Prevention Summit and was featured on MSNBC with the Andrea Mitchell show along with Julian Castro, Former Secretary of HUD. In recent months, she has been honored with receiving the TN Justice Janice M. Holder – Access to Justice Award, the TN Human Rights, Outstanding Service Award and the LegalTech Award for Access to Justice using creative practices with technology.

In 2017, Judge Rachel married her wife, Dr. Dorsha, an Emergency Medicine Physician, becoming the 1st openly gay Judge in Nashville, TN. Judge Rachel and Dr. Dorsha are Co-CEO’s of Solutions NOW, Inc. and founders of myURGENCYMD, a telemedicine company and the “i am . . . just human.” movement. Judge Rachel cares deeply about equal justice and her mantra is, “Justice does NOT stop at the courthouse steps!”
