Todd Cimino-Johnson

Dr. Todd Cimino-Johnson serves as Vice Mayor of Leesburg, Virginia, and is seeking re-election to the Leesburg Town Council in 2026. First elected in 2022, Todd became the first openly gay person elected to the Leesburg Town Council and was appointed Vice Mayor in January 2025.

Todd has built his career around education, public service, business, and community leadership. He is an educator and entrepreneur and holds a B.S. in Economics and an M.B.A. from Shepherd University, a master’s degree in History from American Public University, and a Ph.D. in Community College Leadership from Old Dominion University.

Long before his election to Town Council, Todd was active in LGBTQ+ advocacy in Northern Virginia. He previously served as Treasurer of Equality Loudoun, helped support the organization’s Equality in Education Scholarship, and served on the board of Safe Space NOVA. In 2024, Equality Loudoun recognized Todd with a Loudoun Pride Award for his leadership and advocacy.

On the Leesburg Town Council, Todd has focused on responsible budgeting, thoughtful growth, strong public services, support for local businesses, and ensuring that every resident has a voice in their local government. He has also championed efforts that demonstrate that LGBTQ+ people and families are an important and visible part of the Leesburg community.

Todd believes representation matters, particularly at the local level, where elected officials make decisions that directly affect people’s everyday lives. He is committed to ensuring that Leesburg remains a welcoming community where people are treated with dignity and have the opportunity to live, work, raise a family, and build a future.

Todd lives in southeast Leesburg with his husband, Tony, and their dog, Luna.
