WASHINGTON – LGBTQ+ Victory Fund, the only national organization dedicated to electing LGBTQ+ leaders at every level of government, today announced the appointment of five accomplished leaders to its National Board of Directors: Corey Johnson (NYC), Victor Ravago (Chicago), David Tsai (San Francisco), Christian Ulvert (Miami), and Moe Vela (DC). These new members bring decades of experience in government, law, business, and advocacy — and a shared commitment to building LGBTQ+ political power across the country.
“Our movement is only as strong as the people who guide it. Each of these new board members brings a wealth of experience, perspective, and dedication to ensuring LGBTQ+ people have a seat at every decision-making table,” said Evan Low, President & CEO of LGBTQ+ Victory Fund. “With their leadership, Victory Fund will be stronger, more effective, and more prepared to meet this moment.”

Of his appointment, Johnson says: “Victory Fund has been a part of my journey for more than a decade, and joining the Board feels like coming home. Corey Johnson – Founder, Cojo Strategies
Corey Johnson is the former Speaker of the New York City Council — the first HIV-positive person and just the second out gay person to lead New York City’s legislature. As a Council Member, he championed LGBTQ+ rights, criminal justice reform, affordable housing, and protections for victims of domestic violence. Johnson previously served as Director of Programs at GLAAD and continues to be a nationally recognized advocate for equality and social justice.
Victor Ravago – Co-founder & CEO, Bravo Hospitality Group
Victor Ravago leads Bravo Hospitality Group, a Midwest-based hotel ownership company with a diverse portfolio of properties. For nearly two decades, he has been a vocal advocate for social and economic justice, serving in leadership roles with organizations, including more recently as Board Chair and Treasurer for Center on Halsted. In addition, Victor served on the board of directors for United We Dream and the San Diego LGBT Community Center. Ravago also brings deep experience in public policy and industry leadership, including service on the Wisconsin Hotel & Lodging Association and a mayoral appointment by Pete Buttigieg to the St Joseph County Hotel-Motel Tax board. Ravago was recognized by Crain’s Chicago’s Business Notable Nonprofit Board Leaders in 2024.
David Tsai – Partner, Pillsbury Winthrop Shaw Pittman LLP
David Tsai is a first-chair trial lawyer specializing in intellectual property litigation and co-leads Pillsbury’s Taiwan practice. Recognized nationally for his legal excellence and civil rights leadership, Tsai has served as president of multiple bar associations, received the California State Legislature’s Civil Rights Award, and was named one of the “40 Best LGBTQ+ Lawyers Under 40” by the National LGBT Bar Association. He is also an adjunct professor at the University of San Francisco School of Law.
Christian Ulvert – Founder & President, EDGE Communications
Christian Ulvert is a longtime advocate and strategist who has dedicated his career to advancing equality and protecting democracy. With his husband Carlos Andrade, Ulvert was a plaintiff in the lawsuit that overturned Florida’s ban on same-sex marriage. Professionally, Ulvert has spent nearly two decades leading EDGE Communications, one of Florida’s premier bilingual political consulting firms, delivering winning strategies for high-profile clients across Florida and the nation, including serving as a Senior Advisor to President Joe Biden’s 2020 campaign, Miami-Dade County Mayor Daniella Levine Cava, and Florida Senator Shevrin Jones. Ulvert’s advocacy extends beyond campaigns: he served seven years on the board of SAVE, South Florida’s leading LGBTQ+ organization, including three years as its Chairman, where he helped advance pro-equality legislation and defend against dangerous political attacks.
Moe Vela – Attorney, Business Executive, and Former White House Senior Advisor
Moe Vela made history as the first Hispanic and LGBTQ+ American to serve twice in senior executive roles in the White House, under Vice Presidents Al Gore and Joe Biden. A nationally recognized attorney and advisor, Vela has held leadership positions across the public and private sectors, including roles in real estate, finance, and technology. He is also co-creator and co-star of the groundbreaking reality TV series Unicorn Hunters. Vela is celebrated as a thought leader on diversity, public policy, and business innovation.
LGBTQ+ Victory Fund works to endorse and elect LGBTQ+ candidates for local, state, and federal office. 250 LGBTQ+ candidates have been endorsed thus far in 2025, with more in the pipeline.
