Caroline is a senior public affairs leader with over 20 years of experience at the intersection of government, policy, and the biopharmaceutical industry. She currently serves as Director of Alliance Development at Otsuka America Pharmaceutical, Inc., where she leads a newly established function focused on building strategic partnerships that strengthen patient access, advance health equity, and shape public policy across multiple therapeutic areas. In this role, she develops innovative collaboration strategies with a wide range of stakeholders, including advocacy organizations, trade associations, and thought leaders to amplify and drive shared policy initiatives in the U.S..
Before joining the private sector, Caroline served in senior roles in Massachusetts state government, including as Chief Health Policy Counsel to Speaker Robert DeLeo in the House of Representatives and as General Counsel and Health Policy Advisor in the State Senate. Her deep understanding of the legislative process and commitment to public service have made her a trusted voice in shaping health policy.
Caroline is also a passionate advocate for LGBTQ+ equity and leadership. She currently co-leads Otsuka’s LGBTQ+ ERG and previously served on the Vermont Law School National Alumni Board. Invited to join the Board of Directors of the LGBTQ+ Victory Institute in early 2025, she is eager to help support its mission during such a critical moment in the US political landscape.
Caroline lives in Brooklyn, New York, with her wife Heather and their two sons.
