Dave Noble serves as Chief Operating Officer at LGBTQ+ Victory, where he partners with the CEO and senior leadership team to strengthen organizational operations, support staff and programs, and translate strategy into execution.
Dave brings more than two decades of senior leadership experience across government, nonprofit advocacy, and political organizing, with deep expertise in building and managing complex organizations during periods of growth and change. His career spans roles in both the public and nonprofit sectors, with a focus on organizational management, operational excellence, and leadership alignment.
Dave’s relationship with LGBTQ+ Victory spans more than 20 years. Early in his career, he connected with Victory while seeking opportunities to help elect more LGBTQ+ leaders and was sent to Oklahoma to support Jim Roth’s historic campaign for County Commissioner—an experience that helped shape his long-standing commitment to the organization’s mission. Years later, while serving in the White House Presidential Personnel Office, Dave worked closely with Victory as a trusted partner in identifying and supporting LGBTQ+ leaders for federal appointments.
Most recently, Dave served as Assistant to the President at the White House, where he led the Office of Management and Administration. He previously served as Chief of Staff of the Peace Corps and as Executive Director of the ACLU of Michigan. Earlier in his career, Dave held senior leadership roles in LGBTQ+ advocacy and political organizing, including serving as Director of the LGBT Vote for a presidential campaign and helping lead national coalitions advancing protections for transgender people.
