Biography

Judge Fransheneka “Fran” Watson is an accomplished lawyer with more than a decade of experience in
Probate and Guardianship. Judge Watson was appointed by the Mayor of Houston to serve as Municipal
Court Judge in 2019 and reappointed in 2021. In 2023, she became a Staff Attorney for Probate Court Two
(2).
Judge Watson graduated magna cum laude from the University of Houston Downtown in 2005 with a
Bachelor of Science degree in Psychology. She received her law degree, with honors, from Thurgood
Marshall School of Law in 2009. Born and raised in Houston, Judge Watson’s community ties run deep.
She has been named Public Citizen of the Year by the National Association of Social Works – Houston
Chapter; is a recipient of Outstanding Individual Contribution To The Houston Bar Association And
Houston Volunteer Lawyers by the Houston Bar Foundation; was awarded the John Paul Barnich Justice
Award from Houston LGBTQ+ Political Caucus; among many other honors, awards, and distinctions.
