Biography

Wil resides in Vancouver, WA, and is running for Clark County Council, District 3. If elected, he will be the first openly gay man and the first Latino to serve on the council. His personal experiences with housing insecurity, domestic violence, and substance abuse have driven his commitment to creating a more equitable and supportive environment for all residents. Wil is dedicated to addressing critical issues such as affordable housing, homelessness prevention, and mental health services. He is committed to fostering collaboration with city leaders and community members across Clark County to tackle shared challenges.

Wil believes in the power of inclusive policies and initiatives to cultivate a vibrant, diverse, and thriving community in Clark County. Wil holds a bachelor’s degree in community development and a master’s degree in organizational leadership. With over 15 years of leadership experience in the private sector and non-profit organizations, he currently serves as a Program and Housing Development Manager at Fourth Plain Forward. Wil spent 5 years as a planning commissioner for the City of Hillsboro and is a member of Clark County Low Income Committee and Vancouver’s Comprehensive Climate Community Working Group. He is a passionate advocate for affordable housing and addiction and substance abuse treatment, possessing a deep understanding of urban planning, housing, and community development.
